Federated self-government of free communities
A federation is meant to connect local self-government with binding cooperation. It must be clear which level can decide and how its authority can be limited.
Communities decide their own affairs and agree which tasks they will undertake together.
Political implications
Responsibilities would have to be settled before a decision. Affected people need a way to challenge their allocation.
Delegates would report back to the people who appointed them. How often a mandate needs renewal depends on its scope.
