Control as a tool, never as a master
Power must dissolve as soon as freedom can breathe again.
Crises may require joint decisions under pressure. They must not create a permanent authority to rule over others without effective challenge.

A crisis is not a blank cheque
A failure of essential supplies may require joint coordination. The mandate has to describe the problem it is intended to solve. Unrelated tasks remain outside its authority. §
Duration
The end must be specified
A power should expire after a set period. Extending it would require a new justification and decision. Otherwise a claim of continuing danger can make any temporary intervention permanent. §
Oversight
Information cannot be a monopoly
An expiry date offers little protection if only the crisis leadership can judge whether the crisis is over. Independent bodies need access to the relevant information. Affected people must be able to challenge measures. §
Accountability
Responsibility continues afterwards
Once emergency powers end, a review should examine which interventions were necessary and what harm they caused. Returning the powers does not end that responsibility. §
Critical examination
Are formal time limits enough when crisis leaders control information and resources?
No. Expiry dates must be joined to public reasons, independent review, access to data and real recall.
