Local autonomy cannot solve global problems alone. The manifesto proposes a cross-border federation whose common powers remain justified and limited.

Many dependencies cross borders. Shared solutions must not remove the self-determination of others.

Political implications

Global agreements would need to include those who bear their consequences, even when they have little economic influence.

Binding obligations would have to coexist with an orderly right to leave. The conditions remain an unresolved institutional question.
