A pluralist and anti-racist society

A common political order must be open to people with different convictions. Belonging cannot depend on ancestry or cultural assimilation.

Equal rights apply regardless of origin or way of life. Local majorities are bound by them too.

Political implications

Fundamental rights would apply throughout a federation. A community could not vote to exempt itself.

Discrimination complaints could not be decided solely by the institution they concern.
