Human beings as adaptable and cooperative

The proposal assumes that people are capable of cooperation. It does not assume that they always cooperate or stop pursuing their own interests.

Institutions influence which behaviour pays off. They can make cooperation easier while limiting abuse.

Political implications

Shared decisions need clear responsibilities. There must be a procedure for raising mistakes and conflicts of interest.

Cooperative education should teach people how to handle disagreement. It must not treat political agreement as a learning outcome.
